the Department of Conservation is now planning a staged recovery and re-opening of the sections of track in Tongariro National Park that remain closed, following the recent eruption.

I see the 3km zone means that the summit of Tongariro and Emerald lakes could be reopened. Also, of course Oturere and Mangatepopo and tracks between the two. The track right from Bushline, up to Ketetahi and right through to Emerald Lakes is within the zone.
