@Waynowski. "Capital charge" looks pretty similar to "Opportunity Cost" to my untrained eyes ?. I'm sure it's a valid piece of the accountants jigsaw puzzle, but, yeah, then you get accountants advising farmers that the best thing they should do is sell off the stock and landlord. Which isn't farming. Which isn't tramping.
"Never let the accountant or the lawyer run your farm. They will advise you into bankruptcy and charge you for their services & sue you for what's outstanding. The farm is there for you, not the other way around".
Tramping has an accountancy cost. It's not just 'wasteland' that people can walk through. It has a value.
@Geeves. I'ld like to sling some mud back at you, but in a way, you're correct. The Government needs to value the Conservation Estate higher and stop looking at it as a resource that can be ridden until it drops.
As I understand it, the capital Charge is a fund used for Cappital asset work. ie each asset is charged an amount, based on its value, and the money is "banked". In time, each asset should be able to be replaced, drawing on the fund.

"Non maintained" assets, don't have a capital charge. If they get upgraded, then the charge applies. Hence DOC isn't keen to restore huts etc. Or build new ones. tracks have the same charge, and 'upgrading' ie return to standard, is funded from capital
Yeah, but is the Conservation Estate a Monopoly game, or something that should be treasured & maintained ?.
('preserved' is probably more apt than 'Maintained'. ""Great Gravel Roads"" is not my ideal either.

Very thorough and timely article.
Funny, Frank and I were on a track yesterday and we were surprised to see signs that others had been on it recently too - bike tire marks, footprints, manuka cut up for firewood and watercress picked. We will go back and clear it up a bit.
