Entering Closed DOC areas an offence?

I agree. The map seems to show part of the closure as being in Paparoa Range South Conservation Area, so depending on where the cyclist was found it might be a straightforward prosecution under the Conservation Act. It still seems an odd notice to be claiming that part of the neighbouring National Park is closed under s51A, though.
